In 2015 off the coast of Los Angeles is Little Asia, the biggest Asian-American enclave in the United States. A criminal organization, the White Dragon Triad, has taken over the city. Citizens live in an fragile peace.

Nina Hsiang, a college student, rose up against the triad to avenge a peer. She becomes a vigilante and gathers allies to free the city. Nina and her friends will discover a conspiracy involving the triad, extremists, her missing parents, and a mayoral election.
